Methods to evaluate institutional responses to <scp>performance‐based</scp> research funding systems

Performance-based research funding systems (PBRFS) have been introduced in many countries for allocating to institutions. There continues be considerable debate about the effectiveness and consequences of these systems. This paper suggests several methods that can applied evaluate how institutions respond new incentives created by introduction a PBRFS. The are illustrated using longitudinal data from New Zealand PBRFS, which assesses institutional performance allocates funds based on individual researcher performance, although not all require data.
